Woodridge Escondido Property Owners Association (WEPOA) was incorporated on September 9, 1985 as a non-profit corporation under the laws of the State of California. Its primary purpose is to act as a “Management Body” for the common area within the community which includes 136 residential units, a pool and spa, and pool house.
WEPOA qualifies as an exempt Homeowners Association under sections 528 and 277 of the Internal Revenue Code, section 23701t of the Franchise Tax Board and therefore incurs income taxes on income from non-exempt sources, such as interest.
WEPOA collects monthly assessments from owners of each of the 136 units. The assessments are used for operating expenses with an allocation to Reserves. A budget is developed by the Board and presented to owners, along with the following year assessment at the annual meeting. We encourage owners to utilize a direct pay option for their monthly assessment offered through our property management company.
WEPOA’s policy is to place liens on the properties of owners whose assessments are in arrears, and retain legal counsel if necessary to collect delinquent assessments.
WEPOA’s governing documents require that funds be accumulated for future major repairs and replacements. We hold these funds in interest bearing accounts, and they are not intended for current operating expenses. We pay for major repairs and replacements from the Reserve Funds, and reserve the right to increase monthly assessments, pass special assessments, or delay replacement until funds are available.
Owners elect a Board of Directors consisting of five members. Each is elected for a two year term. Three of these members are elected in one year and two the next in order to have continuity on the Board from one year to the next. Board meetings are normally held monthly, with notice of such meeting time and place, and the agenda, posted four days in advance of the meeting on the bulletin board located at the pool, 1746 Murifield Glen, both inside the gate next to the shower, and exterior on the board near the maintenance room. Residents are encouraged to attend. An open forum is held at the start of each meeting with each resident asked to limit comment to five minutes.
The Board solicits candidates and conducts the election in accordance with California law. The election is held during the annual meeting, normally held in July of each year.
